Senator Jacko moved that the Judiciary Committee referral be waived            
on SENATE BILL NO. 26 "An Act relating to the location of the                  
convening of the legislature in regular session; and providing for an          
effective date."  Senator Duncan objected.

Senator Phillips rose to a point of order regarding the subject of             
debate.  President Halford stated the point was well taken.
